Part Number: REF3425 Hello team,
what is max voltage drop for REF3425 at 2mA ouput current? Unfortunately the datasheet only specs 100mV at 0mA and 500mV.at 10mA. Our budget is 250mVmax at 2mA.

Your circuit is not staisfying KCL at multiple points , so it will not be a stable operation. You need V/R between VOUT and GND but GND should be isolated. You can do it using opamp virtual short .
