Unfortunately, the AFE03x is not automotive qualified, nor is there a commercially available evaluation board for its demonstration. Nevertheless, here are a couple reference designs for its application to other markets.

You are correct TI no longer sells the PLC development kit TMDSPLCKITV4-CEN nor has any development on the previously released versions of FW that supported the kit.
