It's probably a good idea to add an extra 22uF output cap to minimize the ripple in PFM at such low Vouts.
Where was the output voltage measured? Where is the TLV431 located, relative to the TLV62080 EVM? Can you share a photo of your setup?
You can measure the loop with a bode plot to assess stability with your components.
The TLV62080 uses a different power save mode, which has lower ripple and no intentional Vout change in PFM.

Yes, there could be a problem. This IC is older and not designed to work with large output filters.
TLV62080 or TLV62568 are newer and can support larger output caps.
