    Yes, this is basically correct. The TLV62080 does not have this dynamic voltage positioning feature and thus provides a more accurate Vout.

    Correct. EN cannot be allowed to go above Vin. You should not do this. Why not use the newer TLV62080 or TPS62230 instead?

    When multiple devices turn on at the same time, the biggest risk is that the input source cannot supply the power required to start all devices at once. As well, the TPS/TLV62080 is a newer device which I would recommend over the TPS62590.
