If the device is used outside of the recommended voltage range, the datasheet parameters will not be guaranteed. That being said, it would be better to find a device with a VIN max greater than 4V.
You should consider using the TPS22910A, TPS22912C…

Inrush current can be calculated as I = C * dV/dt
Plugging in numbers would yield: C = 60uF dv = 3.3V dt = rise time (~25us) Inrush current = ~8A
That current is too high for this device.
