Thanks for Reply, In my design the 8V from the TPS63070 drives the eight MMIC amplifiers, each Amplifier consumes around 160mA, So total load current on TPS63070 IC is 1280mA

Yes, the TPS63070 Vin range is 2V-16V for normal operation. But as it listed in datasheet "7.5Electrical Characteristics", the startup voltage is 3V. It means the Vin should be higher or equal to 3V, then the converter could startup successfully…
