YOu have to enable the fault shutdown slave so that rail of MAC0_HBM_1P2_EN can shut down other rails.

Yes, that is expected.
If you need to shutdown the 0.8V when 12V is gone. then a proper fault response need be set.

If you want to rail 2 is the last rail to be on, you have to set the RAIL2'S turn on dependencies on the rest rails. so that it won't be on until the rest rails are on.
