most rail has control pin as ON/OFF_CONFIG. so you have to ensure that the pmbus-control pin is at right state to turn on rail

Based on what you list, I do not see why you need PIN SELECTED RAIL STATE?

You want to connect the MONx of UCD90 to the output of the power supply controlled by another power sequencer and let the UCD to check whether the output comes up in a right way

If the output is reverted, it means that the conditions are not met to output correct signal.

Once rail is on, on dependencies change won't impact it.
off dependencies won't trigger a off since it is a conditions only.
