Hi Art,
it's not unusual for a BJT open collector micropower comparator to have a high saturation voltage with low or even zero sink current. Also, there's seems to be a short circuit current limiting element in the output stage which isn't shown in the functional block diagram 7.2. This could also explain the high output saturation voltage.

I have some data that I can't share publicly at this time. I'll contact you internally.
But to suffice to say...it is not as bad as the datasheet implies (datasheet is worst-case over temp and then some). Current limit is about 18mA. I'm not thrilled with the output swing graph..
I'll close the thread for now since we are going internally.
Thanks, Kai. And the no current saturation point seems to be about 10mV...It is actually a fairly complicated output stage and is not a simple BJT..
