Best would be to share a snapshot of your circuit showing showing voltages and we will try to find you a replacement. Also if you have a TI representative that calls on your company, you can have them work offline to see if there is anything they can do to help.

What is the range of Vsense?

If Vsense stays at least 2V below P15V, then you should be able to use the LM2903B or LM393B (or any of the LM2903 or LM393 family), but they are also have the same availability issue.

How many devices do you need? Where do you purchase your devices?

Vsense does not exceed 5V.

This is the initial design for prototyping. If it passed, it should be ordered in high volume .

Also what I found interesting about TLV1702 was that the output of the two opAmps are wired or, but I don't think neither LM2903 nor LM393B has this feature, correct me if I'm wrong.

No, the outputs are independent, pins 1 and 7. The comparators are independent. You must connect them externally.

The TLV1702 and the LM393/2903 all use the standard dual pinout. The TLV1702 was meant to be a rail to rail input drop-in replacement for the LM393/2903 family.
