LM2903-Q1: How to handle IN+/IN- when VCC is unpowered

Part Number: LM2903-Q1
Other Parts Discussed in Thread: LM339

Dear expert,

There are some questions about how to handle IN+/IN- when VCC is unpowered.

  1.  Output state when VCC is unpowered?
  2. Can IN+ or IN- connect with 5V directly without any input resistors when when VCC is unpowered (VCC=0)?
  3. Any concerns when IN+/- sequence is former than VCC?

Thanks,

Dylan
