Can I assume that when I measure the input bias current on the positive input of a device, the input bias current on the negative side will be equal?

the difference of input bias currents between the two inputs would be the so called "input offset current" and - to be honest - this input offset current isn't specified in the datasheet of INA233. So it cannot be guaranteed that the two input currents are equal. Similar, but not necessarily identical.
Also notice, that no maximum values for the input bias currents are given in the datasheet. Only typicals.
