Would the LM111QML-SP work with a 28VDC supply voltage? The datasheet says 5VDC to +/-15V , but it also says it should be able to switch up to 50V and the positive supply voltage is up to +30V.

Yes. It can work with a single +28V supply. The abs-max table shows the various limits as to how far the voltages between the various pins is possible. At +28V, you are fine.
Just beware that the valid input range is +0.5V to +26V on a single +28V supply.
