LM393: LM393 minimum and maximum input voltage range given that negative supply is at -28.5V

Hello, 

For LM393, given that VCC = 1.5 V and VEE = -28.5 V, can I apply -28.5 V at the input pins? 

Based on the Application Design Guidelines for LM339, LM393, VICR ranges from 0 V (relative to the negative supply pin)  to VCC-1.5V.

If I apply -28.5V on both +/- inputs, does it violate the VICR condition? Or is it ok, since the negative supply is at -28.5V?
