INA190-Q1: Common-mode input range

Lets get some definitions down first. Specified Range, Operating Range, and Absolute Maximum Ratings: 

• Specified Range:  Range where some values are specified: -0.1V VCM is the lowest value.
• Operating Range:  Range where the device is expected to operate:  This can go to -0.2V VCM
• Absolute Maximum Ratings:  Beyond this range will damage the device either immediately or with repeated use outside this range.  This is -0.3V VCM.

Since 300mV is beyond your measurement range I would assume you are only worried about Absolute Maximum Ratings.  I would look into this closely as the parasitics involved in the transients may cause other issues at the pins of the INA190.

Also since the INA190 does have lower IB you could add a series resistor and a schottky diode at the inputs.  Or an input filter that will limit that voltage at the input.  Recall that if transition back to the INA240 the resistor will cause more error as it has lager IB currents.

Another option is using the INA293.

I would use 100 Ω but read section 8.1.4 of the datasheet as it has more details.
