yes, provided you don't violate the absolute maximum ratings. Also keep in mind that the common mode input voltage range must be adapted to your modified supply voltage. The input voltage must still stay 1.5V from the supply rails. So your common mode input voltage range will be from -6V to +22V now.

As Kai pointed out, the application may use asymmetrical power supply rails, where Vs = 23.5 - (-7.5) = 31V < 36V. But the designer needs to ensure that the input Vcm are in the applicable range, see the captured data below, and the output voltage swing may be limited as a function of op amp's load.
