Is an SCB needed to control the INA239EVM? Could a Raspberry Pi be used to control the INA239EVN via SPI bus?

The SCB is only needed if you want to test the EVM with the provided GUI and firmware for evaluation. You do not need the SCB if you have another MCU (such as the Raspberry Pi), and plan to use your own firmware.
On that note, if you plan to use the Raspberry Pi and do your own firmware, then you may be interested in our SysConfig tool, which can help you generate configuration code for the INA239. It also has convenient functions for communicating with the device.
