LMV358: Meaning of "Output Voltage Swing From Rails vs Supply Voltage" figure in data sheet of LMV358ID

I'm struggling to understand the information conveyed for the LMV358ID in Figure 18 - Meaning of "Output Voltage Swing From Rails vs Supply Voltage" of the datasheet "SLOS263X – AUGUST 1999 – REVISED MAY 2020".

At 3V supply voltage, the nominal line is approx. 34mV, negative swing 58mV and positive swing 6mV.

I guess this figure attempts to show how close to 0V and VCC the output can reach (not ideal rail to rail). Is it that when the output is ideally expected to be 0V it will be in the range 6mV to 58mV, nominally 34mV, and when it's ideally expected to be VCC it will be in the range VCC-58mV to VCC-6mV, nominally VCC-34mV?
