TLV9062: Why is the positive terminal not in a state of high resistance?

 My product has an application scenario :put the VCC of the op amp is zero. Vin=1V,  There can be no voltage at the positive terminal.

The voltage can be measured at the positive terminal op amp: 0.4V?  Why is the positive terminal  not in a state of high resistance?

Similar to the simulation results below, this is also the case on our actual circuit board.

Can you help me explain why that is? 

At the same time to help recommend an operational amplifier, there is no such case
