LM324: LM324N output voltage error

Part Number: LM324

       The LM324N output voltage of the first/seventh pins is 0V without input signal. However, anomalies may result in output voltage is 0.13-0.19V, which may be caused by gain differences. Please help check if the VOS error of this design is within the specification range.

    The signal gain of the left amplifiers is 91 (180k/2k+1) and the loop gain (also called noise gain) is the same, 91

    The voltage at the output is (Vin+Vos) * 91 ; so 0.19V output could be VIN = 0 and Vos = 2.09mV

    What are the supply voltages? If power is single supply then more factor come into play.
