When it comes to the effects of temperature on the power rails, there's a plot that shows how the quiescent current on the power rails changes over temperature
From this plot, the higher the supply voltage, the higher the quiescent current and it looks like at -30C you can expect a quiescent current of 240+uA.
The relationship between the power rails and temperature comes down to how much power dissipation(P=IV) can increase the junction temperature beyond its limit. You would want to avoid this situation because the behavior of the op-amp is not specified.
