The limits are specified in the absolute maximum ratings table.
What do you want to protect against?

I mean that fail-safe function can make input pins independent of power supply. (Input pins has their own absolute maximum ratings independent of the power supply)
When the power supply ramps down faster than the input supply or during start-up where the input supply ramps faster than the power supply. It may damage the input pins if no integrated fail-safe inputs.
The datasheet only hint that the input pins are independent of VCC, but it did not say it. So I want to confirm if it has the fail-safe...

The input pins of the LM2901B are independent of the power supply. See [FAQ] Can the input voltage (Vi) to my logic device be higher than the supply voltage (Vcc)?

As Clemens has mentioned, the LM2901B and all the family members are fail safe up to the process limit. This is what we refer to as fail safe, so you can proceed with recommending this device. If the device were not fail safe, the abs max table would have stated VCC + 0.3V for example (max referenced to the VCC pin) instead of an absolute number.

The LMxxxLV devices use a completely different architecture, so this is not guaranteed.
There is ESD protection, but its characteristics are not specified, beyond the JEDEC specifications in the datasheet.

The original LM2901/3 did not have dedicated ESD structures. Any 'protection" was just the "toughness" of the 50 year old process.
The new LM2901/3 "B" devices have a dedicated ESD structure to increase the robustness.
As Clemens said, there is a similar, but not identical ESD structure in the "B" devices and the "LV" devices. Both are snap-back types to allow the inputs to go above the supply w/o damage.
