Sorry, the reply was too late.

Does this mean that TI's OPAMP always behaves like this ?

(The opamps will exhibit this sort of behavior below the minimum operating voltage because the internal circuitry of the device requires a certain voltage to completely turn on.)

Are there any OPAMPs with specs equivalent to OPA2365 that drive at low voltage or include UVLO?

There is no opamp with UVLO.

You could generate a reset signal (e.g., TLV810E) and use an opamp with shutdown input.

Use OPAMP with Shutdown function
I understand the above.

Yes; the bevaviour of opamps below the minimum supply voltage is not guaranteed, and might be random.

Hi Koji,

In order for the device to operate according to behaviors listed in the datasheet, the device must operate with the supply voltages within the recommended operating range. The transistor circuitry may not be biased properly to turn on and function as design. This will cause random and unexpected behaviors as you are seeing.
