Have they confirmed that the "blow hole" goes through to the inside? Can you stick a needle through it?
It could just be a small bubble formed in the header manufacturing process. Nothing in the assembly process would re-melt the glass.
If the "hole" did go through through, then it would have failed the 100% production leak check.
If you do wish to create a return, you must contact the distributor you purchased the devices through.

This device is a commercial device. There are no lot reports as in MIL/QML devices. There is not much more we can do unless there is a verified failure.
They could try the return process above, but for one device, I doubt it will be accepted.
