LM311: Output voltage when VCC is OFF

Hello team,

On the datasheet, Abs max value of EMIT OUT and COL OUT is not related to VCC.
Is this mean that, even during VCC=0V, those pins can withstand up to 30V and 40V respectively?

    Yes. You may apply a voltage to the output when the power is off. The output does not have a ESD clamp to VCC, so you may apply up to 30V to the output even with the power off.

    This is assuming that the emitter pin is grounded, or near ground. What are you planning to connect the EMIT pin to? And your supplies?
