Hello Xiaofu,

The LM2903 has a input limit of Vcc-2V, or 3V on a 5V supply.

Please see the LM339 family application note, section 3.4:

Since it is a 5V supply, please see the LM393LV, which is a drop-in replacement and has a R-R input and can accept inputs up to 5V.
