I am using INA296A amplifier. If the VS pin is 0V and the IN+ and IN- are 60V, the 60V goes to the VS? there is a clamping diode from the IN+ and IN- to VS?

For the INA296 the input can go beyond the supply pin. When VS= 0V the input can still go through the full VCM range. The Vsense can also be in the same range as with power on. We have plots in the datasheet with IB vs VCM and IB vs Vsense with VS = 0V.
The voltage will depend on the leakage path but there is nothing active like a clamp on the input pins. You must still be below Absolut Max Ratings of the pins.
