The INA351 uses a single supply of 1.8V power,add a offset reference power supply 0.8V to Pin 5,The schematic diagram and layout is as follows:

Adding a bias of 0.8V has no effect, and the lower half of the cycle is not pulled normally, and the bias voltage does not lift the negative half of the sine wave.

    I'd like to know what the input voltage is on both pins are when you say you added a 0.8V bias. 

    Also we have this really helpful tool called the Analog Engineer's Calculator that helps figure out what the Vout_max and Vout_min based on your input common mode, gain, supplies, and reference voltage. It's incredibly helpful to understand the limitations.
