LM139AWGRL and LM139AQML are not valid part numbers...
5962R9673802VXA = LM139AWGRLQMLV.
The closest commercial equivalent is the LM139AW, but we do not have a "G" gull-wing option (just the long leads). The die is not the same, but electrically equivalent.
Do they need the same die and formed leads? Does the package BOM (lead finish) need to be exactly the same?

I'm looking for the space grade part with all the same internals, just without all of the screening to save costs during our development phase. If necessary, I believe we could perform the lead-forming ourselves. Is it possible to procure this or is the fully-screened part the only option?

All the space grade parts will have the extra screening.
As I mentioned on the other thread, the closest relative would be the LM139AWG/883 (Class Q - but not rad hard).
The die is nearly identical (same fab, size and die rev), and electrically they will act the same - just without the radiation pedigree. The packaging is exactly the same.
