TLE2426: Problems with measuring TLE2426 output voltage

Hello everyone, 

I'm an absolute newbie, so apologies if this is not the right forum, or if the question is too simple/dumb.

I am trying to replicate a circuit from a publication https://doi.org/10.1523/ENEURO.0250-17.2017

This starts by using a barrel jack to connect a 18V power source, with the TLE2426 creating a virtual ground in the top blue rail. 

From my understanding, if I use the green test cables on the bottom right I should then be able to measure the following:

18 V from bottom blue to bottom red rails.

9 V from bottom red to top blue rails.

-9 V from bottom blue to bottom blue rails. 

However, when I tried to measure through the TLE2426 output rail (virtual ground), the voltmeter does not read what I expect to see. Rether, it jumps every 2 seconds to around 100 mV, and then returns to baseline (this seems way too regular, I've measured it to a very constant 0.5 Hz). 

I've tried replicating the whole circuit (with C1 and C2 as shown below), but removed the capacitors now for the image. Either way, the problem persists. 

What am I doing wrong?
