I observe a similar issue on the PGA855, I cannot load it into a SPICE simulator as it appears to be encrypted.
I have used the TI-TINA simulator and tried to import the SPICE files but it does not allow it, it states the file is empty. However it is not empty there is a message at the top of the .lib file stating <encrypted library>, is there a way to decrypt it or is there an unencrypted version of these files?

Let me start by saying you are correct that the PGA855 model is encrypted. TI often tries to have models that are unencrypted so that they may be imported into popular simulators. However, due to the complexity of the PGA855 design a macromodel was not possible; therefore, an encrypted simulation model was released to the public in order to protect IP.
The encrypted supports both TINA-TI and PSpice-for-TI and is available in both.
PSpice-for-TI: Open or create a project, on the "Pspice Part Search" search "PGA855" and double click to place:
TINA-TI; two options:
1. TINA-TI Reference Design (easiest option): Download the "PGA855 TINA-TI Reference Design" directly from the PGA855 product page (Design & development -> Design tools & simulation). The download is a TINA-TI schematic (.tsc) and a double click to open will render an already made schematic with results:
2. TINA-TI Macro model: Download the macromodel, unzip the file, and navigate to the "insert" "Macro" on the TINA-TI toolbar.
Select the .tsm file, press open and click to place:
