I guess this is the version of the test board that use triple channel bus and shunt monitor chip INA3221.

The same board INA3221EVM can be used to test -48 V or -5 V negative power supply.
Does it comes with programmer hw and also software that work with Windows 10 ?
How we can order this evaluation board ?

The reference design TIDA-00313 is not orderable, but all the design files are available if you want to get it built up yourself.
The INA3221EVM does come with with the hardware needed to work with Windows 10, however the EVM does not have an isolator to use with a negative common mode. So, you would need to add that circuitry yourself in between the EVM and the MCU that communicates to the PC. This EVM can be ordered from the EVM webpage: https://www.ti.com/tool/INA3221EVM
I also have a look at INA226EVM. The documentation looks latest from 2023 compared to INA3221EVM from 2012.
The INA226EVM has been updated to a new MCU/GUI environment. The INA3221 is on a list to be updated, but has not switched to the new platform yet. If you are generally interested in a newer, more updated environment, then you may be interested in the INA4235 or INA4230 (https://www.ti.com/tool/INA423XEVM). These are newer 4 channel devices, and their EVMs use the new MCU/GUI environment. (Note that those EVMs do not come with the MCU included, as it is ordered separately). Also, to use these EVMs with negative common mode, you will still need to add your own isolation circuitry between the EVM and the MCU.

Thank you very much for your reply. I will have a look at the newer devices you have mentioned INA4235 or INA4230.
Among INA3221EVM and INA226EVM, the test board INA226EVM is relatively newer as you mentioned. But both of them don't have isolator circuit to work negative power supply, right ? This need to add separately.
I also notice that both INA3221EVM and INA226EVM does not come with SM-USB-DIG platform which need to be bought separately.

Correct, neither of these EVMs come with isolation. So, you can try to add it with external circuitry to these EVMs, or make a custom board.
I also notice that both INA3221EVM and INA226EVM does not come with SM-USB-DIG platform which need to be bought separately.
The INA3221EVM does come with the SM-USB-DIG in the EVM box. The INA226EVM does not use the SM-USB-DIG, but instead uses the TI-SCB (https://www.ti.com/tool/TI-SCB). The INA226EVM does not come with the TI-SCB, as it needs to be ordered separately.
