I would like to ask If I can apply 0V to +16V respect to GND on Vin+, Vin- pins, if INA´s VS pin has 0V against GND (INA is not powered)? Thank you

Yes; the absolute maximum ratings allow this.

Hi Petr,

Yes, this shouldn't be a problem because as Clemens mentioned, this is within spec. However, if you use the DDF package, you'll have an ENABLE pin that allows you to turn ON/OFF the device without having to worry about the supply.
