OPA615: Question on OTA operations

Hello, I am designing a wideband Analog to Optical transmitter and am interested in using the OPA615's OTA section.  My goal is to reach 200 MHz and I am driving a low power Laser Diode with a threshold current at 3 mA.  Looking at the OPA615 datasheet, Figure 12 is throwing me off.  Figure 12 shows the degenerative setup and the linear range is limited to an input voltage of +/- 3.0 mV.  Shouldn't this be Volts?  When I run the SPICE simulation with the same conditions, I see a linear current from +/- 3.0 V, which I would expect.
