I assume there is an ESD protection element connected to each terminal,
After the ESD protection element is turned on when a surge voltage is applied, at what voltage does it release the trigger?
Since the rated voltage is 36V, I thought the trigger would be released at 36V, is this correct?

    Inputs yes. The outputs are are self protecting.

    That is not necessarily true. 

    Adding resistance to input path, helps protect input and not having sufficient hold current. I wouldn't expect output to latch. Try to avoid ESD events as much as possible.
