I need more information about your Pass/Fail criteria.
These parts are older lot, For instance, 71M refers to 2017 date code and 13M is dated 2001. TLE2037C, where C is lower grade, AC is higher grade - meaning lower Vio.
Could you send me a schematic and tell me how you screen OK and "NG"?

The table below is the Vos voltage refers to the input, which is a buffer configuration.
Your difference amplifier has a gain of 65.934V/V, and your output offset voltage is up to 100uV*65.934V = 6.59mV_max, and you measured at approx. 2.54mV, which is expected (Vio*gain) between typical (25uV*65.934 = 1.648mV) to 6.59mV due to the op amp configuration alone.
This Vio voltage specification is only a part of dominated offset voltage errors. The overall offset errors are shown in the equation below and you are well below the max. possible errors in this part. If you use TLE2037AC grade, your overall offset errors will be smaller, but it is still there.
