We test 3 devices from each lot, three new devices at each voltage step.
So in this case, there was only one lot, so three devices were tested at each voltage until there was a failure.
Keep in mind that this device process is over 50 years old, before ESD was even an issue. They do not have dedicated ESD structures and their ESD "robustness" is purely due to the resilience of the old, large geometry process.
