CAN I USE ±10V INPUT SIGNAL UNDER  the CONDITION?

+VS1 :5V

-VS1 :-5V

+VS2 :+5V

-VS2 :-5V

±VS1 AND  ±VS2  are isolated.

    No, you cannot.  The ISO124 needs overhead on the power rails in order to work properly.  You can use +/-12V for the VSx to get the full +/-10V input range.  You could also consider using the ISO224 which can accept the +/-10V input using a single 5V supply on the high and low side.
