Here are answers to your questions.

1.)  The 10mA current limit is at 25C.  In general if you're designing a protection scheme that may result in the internal current steering diodes conducting on a regular basis then we recommend that the current be limited to much less than 10mA.

2.)  Yes, this is correct.  The 10mA is the current rating for the internal circuit protection diodes. Causing the diodes to conduct on a regular basis operates the device outside of the recommended datasheet operating conditions and long term reliability issues may result.
