TLV3691: TLV3691 voltage monitoring

Hi,

I have a small issue with the comparator that I am designing.

I want to monitor the voltage on my capacitor using the TLV3691 such that when the caps are charged to 12.5V, the output pin should be low and when the caps are discharged to less than or equal to 3.3V, the output pin should be high. (inverting comparator with hysteresis)

What I notice is that even if the voltage being monitored is say 6V (for example, when the caps discharge to about 6V under load) the comparator provides a high output when in fact, it is supposed to be low. I have attached the TINA circuit that I used for simulation. Can you please tell me what is wrong?  the method used for monitoring voltage or the circuit design?
