Hardware Pace using Slope Detection:
My issue is regarding the Vcc, what if I will use 3.3V instead of 5V in hardware pace detect circuit.
Would that be working?

Yes, all of the active components in TIPD111 can support VCC = 3.3 V. In fact, the output of the SR latch is intended to be fed into a GPIO pin on the ADS1298, which only supports digital supplies from DVDD = 1.8 V to 3.6 V. 5 V could actually cause damage as it is beyond the Absolute Maximum Ratings, so good catch!
