Can TLC272CDG4 work normally on -20°C?
Would it have same problems when it work on -20°C, such as Amp Param?

Kai is correct. Take a look at the "Available Options" table at the top of page 2 and the recommended operating conditions table located at the bottom of page 4 in the datasheet. When the part number has an "I" suffix it is specified to operate from -40C to 85C. For example, TLC277ID is specified for -40C to 85C.

You can not use "C" version down to -20C because it is not specified to operate down to that temperature. You must use the "I" version if the device is expected to operate down to -20C.
There are many parameters specified in the datasheet that are different. Take a look in the column labeled TA for the "I" version of the device and compare it to the "C" version of the device.
