Would you mind if we ask LM2902?
How much is V-(GND) of Absoulte Maximum rating?
Is it possible to add 0.8V to GND?
We assume that the range is -20V to +0.3V.

Is your question in regard to the TLV4172 or LM2902?
For the TLV4172 the absolute maximum supply voltage cannot exceed 40V. For example, +/-20V or +40 and GND supplies, or GND and -40V supplies, or +10V and -30V.
For the LM2902, depending on the variant, the absolute maximum rating is 32V or 26V (please see section 6.1).
You can add a positive supply voltage to "GND". Damage will not occur under this condition as long as the voltage between V+ and V- does not exceed the absolute maximum rating. However, as Kai mentioned you must be careful of the input common mode and output swing limits.
