The "Precision" is dominated by the offset voltage specification.
The offset specification for the TL331 is a maximum of 5mV at room temperature, and 9mV over the full operating temperature range.
The 5mV is tested in production, so you should never see a device over 5mV at room temperature.
The offset number is both positive and negative (±9mV). So you should design expecting both a +9mV AND -9mV error in the comparison to the applied reference voltage.
