The INAx180 devices are unidirectional - they have no REF pin so OUT is always referenced to GND. They are best suited for measuring a system that is sinking current.
The INAx181 devices are bidirectional - they have a REF pin which sets the reference of OUT. You can set REF to some non-zero voltage such as VS/2 in order to measure systems that are sinking and sourcing current.
