Please help to review customer schematic.
They connect negative input to 0V and positive input to 12V, and the V+ source is P12V_STBY, they wonder why the OUTPUT voltage is 10.6V, not 12V?

LM321 is not a rail to rail output device. Check the VOH specifications in the data sheet. Look at the internal device schematic on the front page. The is a darlington NPN driver for VOH. 10.6V is the correct voltage for this op amp.
