You’re right. That is slightly confusing but nothing terrible will happen if the sink current increases above 4mA. The abs max table has the limit as 20mA. The reason it is recommended at 4mA is related to the VOL spec in the EC table. VOL is specified at 4mA but going higher just means that the VOL level will elevate a bit. In general I recommend pull-up resistance in the 10k range but if your application requires something lower that is ok.

For the relative Vol, is it sufficient to look at the tables that link Iout to Vout?

You should not expect to have any problem sinking 10mA.

From the curve in Figure 3 on page 6, you should expect a typical VOL of about 0.2V when sinking 10mA.
