TLV2471: wrong ground connection

For the TI paper "Sine Wave Oscillator" Application Report, SLOA060 March 2001 page 14,  8.1 WEIN Bridge Oscillators,  Figure 12:  He has the negative input of the op amp grounded. He also says that the Vref 2.5 V plus connection could be eliminated and that plus connection point grounded if you use a dual supply on the op amp which I am using. That would mean that both ends of the 10k Rg1 resistor would be grounded making the resistor not in the circuit. I think that the negative input of the op amp should not be grounded. Am I correct? I will bread board it or use your simulator if you will show me how. Thank you for your help.
