It seems that these two devices have the same parameters but LM2903(with or withoutB) is much cheaper.
The same question applies to LM239 with LM239-N, LM393 with LM393-N.

As Kai said, the "-N" devices denote "duplicate" devices inherited from the National Semiconductor merger.
TI continues to produce the "original recipe" National Semiconductor devices for those customers that cannot switch to the TI devices for various reasons (usually qualifications).
The TI devices are "cheaper" mainly due to greater popularity (volumes) and competitive pressures.
In 95% of the applications, they will perform identically, but spec #1 is usually price.
