Figure 67 appears to be wrong; the parts I have are behaving as if there is only one back-to-back diode combination, and not two. In shutdown I have approximately 0.8V across the inputs, and am drawing about 10mA. Can you verify this?

I've checked this and figure 67 accurately represents the inputs of the device. The voltage drop needed to trigger these diodes isn't specified however.
I would recommend trying to bring down the differential voltage across the inputs, the datasheet includes a suggestion of using a switch to GND at the output.
